Steve, I have never played Military Madness before but I think RTK is more similar to an advance version of Risk/Axis&Allies. You have to build up your cities, recruit, build your armies, develop weapons and conquer the whole map. RTK is based on the Three Kingdoms period in ancient China. Hence, all the cities, people, events are based on the history. The key is to recruit talented people to help you fight and develop your cities.

I purchased Military Madness on the VC this weekend, is RTK a more advanced game along the same lines?

Steve, I love the Romance of the Three Kingdoms game series! I would say it is the most popular traditional strategy game in Asia. The latest versions in PlayStation/PC is 10, and they are remaking them in PSP.
