(Batman was the victim of a mind wipe by one of the Justice League members after he objected to the lobotomy of a villain. Read the limited series, <i>Identity Crisis</i> for that story.) Anyway, the satellite is hijacked by the leader of a group called Checkmate with the intent to kill all supers, good or evil. And the latter is about the U.S. government forcing all supers to register as official government agents after some innocents are accidently killed by some supers. Many supers refuse to register (led by Captain America) and become outlaws.
